, who was embroiled in the scandal that rocked Australian racing, has had his application for a trainers' licence knocked back by Racing .

Webb was disqualified for four years by the in 2018 but had that reduced to an 18-month ban on appeal to the last year.

He was able to reapply for his licence early this year after RV said Webb had served his penalty after standing down from training in January 2018.

A statement from RV said Webb's application had been rejected on its “suitability policy”.

“RV can confirm that Mr Webb's applications were denied in accordance with our suitability policy which, among other things, gives consideration to a person's disciplinary record,” the statement said.

“Mr Webb may apply to the Victorian Administrative and Civil Tribunal (VCAT) for a review of the decision should he wish to do so.”

Fellow trainer was disqualified for life and fined $90,000 for his involvement in the scandal with banned for 18 months.
